新型冠状病毒的潜伏期最多为13天,因而隔离期需要14天,以查看被隔离者是否出现症状。

大多数患者的潜伏期较短,其中有一半人的潜伏期少于6天。

武汉在1月23日已对整个城市进行了自我隔离,按这个时间推算,新加坡还需2-3天的时间,从武汉前来的潜伏期患者才能全部被发现。

其次,我们还必须跟踪可能与这些潜伏期患者有密切接触的人员。

从与当前潜伏期患者的最后一次接触日期开始推算,我们应该至少再等待1个14天周期,如果我们想完全确定,则应该再等2个周期。

第一批的患者在潜伏期时可以感染一部分人,这部分人也可以二轮感染更多的人,并且所有这些继发病例都具有较长的潜伏期。

这意味着要一个月的时间,以确保不会将输入型患者带入新加坡境内的病毒传播给新加坡境内的其他人。

即使第一波结束了,我们也应该留意之后的波澜。新加坡目前只对近14天内到过中国的旅客(无论是中国人还是其他外国人)制定了入境禁令,唯一的例外是新加坡人,以及其他在新加坡长期居住或工作的人。那些被允许回坡的人将被隔离。

The incubation can be up to 13 days, hence, a quarantine period of 14 days to see if symptoms appear.

Most patients have shorter incubation, with half having incubation of less than 6 days.

Wuhan essentially self-quarantined the entire city on 23 January.  It’ll take2-3 more days to reach the 1st 14-day cycle of any import cases.

Then, we also have to track the people who may have close contacts with the imported patients. 

Depending on the last known date of contact with any current imported patient, we should wait at least 1 more 14-day cycle, or 2 more cycles if we are kiasu.

This is bcos patients can be infectious before they feel unwell, and can infect a few more who may infect a few more, and in case all these secondary cases all have long incubation periods.

This means a month to know for sure that the imported patients didn’t spread to others within SG.

Even if this wave is clear, we should watch for further waves, as SG only institute new entry bans for anyone who has been to China within 14 days of coming to SG, whether of Chinese or other foreigners. The only exceptions are Singaporeans, and others living or working in Singapore on long term passes.  Those who are allowed back in would be quarantined.

Also there may be cases within Asean, andso we may see third waves from Asean.

For now, we are managing, and the patients in SG are stable and improving. So that is good news.

Meanwhile, we should still continue all the preparations in case this ends up like the 2009 H1N1 flu that started with pigs in USA, which reverberated around the world, and caused over 12,000 deaths in USA alone. The death rate was low, but becos it was very easily transmitted, 10sof millions got sick, and about a quarter million were hospitalised.

So scientists and clinician researchers are racing to try to test and produce new treatment drugs, while others are pushing fast to develop vaccines or fast and simple to use diagnostic kits, in case of a massive outbreak.

无论是在武汉,新加坡还是在东盟其他地区,我们都必须全力支持我们的医生,护士和一线医务人员。

如果我们批评他们,责备他们,这对患者家人没有任何帮助,对整个社会也没有帮助。

其间不乏有好心人献爱心,包括有的餐厅每天做饭给医院送餐。

在我们力所能及之处,我们必须提供帮助。

最好的帮助是我们保持镇定。

我向湖北省和武汉市,以及受影响的其他市县中的每一个人致敬,他们以各自的方式竭尽全力提供帮助,尤其是医疗队辛苦地付出。

我希望他们得到充分的休息——这是所有雇主们都可以做到的一件事——保护他们,保障他们有充足的休息时间得以恢复体力继续战斗。

Whether in Wuhan, Singapore, or anywhere else in Asean, we must give full support to our doctors, nurses and frontline medical staff.

Scolding them, blaming them, beating them don’t help us if we or our family members are sick, and don’t help the rest of society.

Yet, there are good souls, like the restaurant cooking and delivering food to the hospital everyday.

Where we can help, we must.

The best help is to stay calm.

I salute everyone in Wuhan and in the other affected cities in Hubei province, who are working flat out in different ways to help, but especially the medical teams.

I hope they get enough rest – that is one thing which all bosses can do to help – protect them, protect rest time and downtime to recharge.
